Customs clearance of a car through an e-declaration?

The Verkhovna Rada of Ukraine has introduced Draft Law No. 10380, which provides for the possibility of customs clearance of passenger cars using electronic declarations before Ukraine becomes a member of the European Union. This is an important step in introducing modern approaches to customs control and simplifying procedures for citizens.

According to the initiative, the main aspects of the innovations include:

1. Electronic declaration of passenger cars: Defining the specifics of the customs declaration procedure for passenger cars through the Unified State Web Portal of Electronic Services (Portal Diia).
2. Electronic database for customs value adjustment: Introduction of an electronic database that will contain information on the customs value of new passenger cars, taking into account various parameters such as make, model, engine displacement and fuel type.
3. A mechanism for adjusting the customs value of used cars: Introduction of a mechanism for adjusting the customs value of used cars, which takes into account the value of identical new cars with the specified characteristics.

The initiators of the draft law emphasise that an important argument for the introduction of this model is to avoid the possibility of manipulating the value of a car, and thus eliminate corruption risks at customs when determining the customs value on which customs duties depend.

The introduction of a new model of customs clearance of passenger cars should simplify the process for citizens and prevent various types of manipulation, such as indicating non-existent damage, changing modifications or forging documents. This will help to increase the efficiency and transparency of customs procedures in the field of passenger cars.
