Registration of place of residence is entering information into the unified state demographic register and passport document of the place of residence with the address of housing. Ukrainian citizens as well as foreigners and stateless persons who lawfully reside on the territory of Ukraine (on a visa for 90 of 180 days, work, study, get a temporary or permanent residence permit, etc.) can move freely within the territory of Ukraine and choose their place of residence (region, city). The place of residence of a citizen is housing (apartment, house) in which they temporarily or permanently reside. The legal grounds for residing in Ukraine are: for citizens of Ukraine –belonging to a citizenship; for foreigners and stateless persons - visa 90 days of 180 days, immigration permit, permit to work, study, temporary or permanent residence permit etc. Data about the place of residence with the indication of address (the address of the house, apartments) is entered in the passport document which is: domestic Ukrainian passport, temporary certificate of citizen of Ukraine, temporary residence permit, permanent residence permit, refugee certificate, identity card of a person who was granted additional protection, identity card of a person who was granted temporary protection, certificate about applying for protection in Ukraine. A citizen of Ukraine, as well as a foreigner or a stateless person permanently or temporarily residing in Ukraine within 10 days after arrival at the new place of residence must register a new place of residence. Documents for registration of place of residence should be submitted personally or through legal representative by collecting a package of documents listed below. Registration of place of residence procedure can be carried out simultaneously with the removal of a registration from the previous place of residence. Violation of period of 10 days is a minor administrative offence which is punishable for citizens of Ukraine by a warning or a fine ranging from one to three non-taxable minimum incomes of citizens (from 17 to 51 UAH) for foreigners by a fine ranging from thirty to fifty non-taxable minimum incomes of citizens (from 510 to 850 UAH).

Selection of place of residence may be limited to the areas (regions, cities) that are:

• In the frontier zone;
• On the territory of military facilities;
• On areas with restricted access;
• On the area where is established a special regime of residence and special conditions for the population and business activities;
• On areas of the military or the state emergency;
• On the temporarily occupied territories.

SPECIFIED FEATURES OF PLACE OF RESIDENCE OF INTERNALLY DISPLACED PERSONS

Internally displaced persons are Ukrainian citizens who permanently reside in Ukraine, and who left their place of residence, or they were forced to do so as a result of or in order to avoid the negative effects of armed conflict, temporary occupation, violence, massive human rights violations or technological or natural catastrophe situations. Information about such phenomenon should be well-known and need not to be proved if the information about it is on the official web site of the High Commissioner of UNO, Organization for Security and Cooperation in Europe, International Committee of Red Cross, the Commissioner on human Rights of the Verkhovna Rada of Ukraine. Such persons may be registered as internally displaced persons in other regions, they receive a certificate of registration of internally displaced persons, which indicates their place of residence for the period of the conditions (the armed conflict, the temporary occupation etc.) to have such status. In case of change of the actual residence, internally displaced person should notify the nearest territorial division of Migration Service of Ukraine within 10 days. Official of Migration Service of Ukraine introduces data on the actual place of residence of internally displaced persons into a unified information database on internally displaced persons. Registration or re-registration of the place of residence of internally displaced persons by the territorial units of Migration Service of Ukraine is free and doesn't require payment of state duty and other fees and charges. In such cases only domestic passport is required.

 CAUTIONS AND NOTES (IMPORTANT)

The application for registration of residence in case of absence of the documents mentioned as a reason for registration (for example, a warrant, a certificate of ownership, etc.) should contain consent of the owner / co-owners housing agreement or their competent authorities, employers and members of family to register place of residence of the applicant, which is confirmed by their signatures.

In case of application is made by the legal representative of the person:

• Document that certifies the identity of the legal representative;
• Document that certifies a person as a legal representative, except for the cases when the legal representatives are the parents (adoptive parents).

Persons may be denied receiving such administrative services in event of incomplete package of documents required for registration of place residence.
