In absence of citizenship a person becomes stateless. The legal status of stateless persons is determined by the legislation of the state of residence and, with some exceptions, is equated to the legal status of its own citizens.

The reasons for the absence of citizenship are:

• deprivation of citizenship (by political, ethical or security reasons);
• loss of previously obtained citizenship;
• Voluntary renunciation of citizenship;
• failure to obtain citizenship by birth (for example, if the parents- stateless and state laws in which a child was born do not provide acquisition of citizenship of the State).

When crossing the state border of Ukraine stateless persons lawfully residing on the territory of Ukraine must have a certificate of a stateless person for travel abroad (hereinafter - certificate). Stateless persons permanently residing on the territory of Ukraine above 16 years old have the right to obtain this certificate. To do this, they need to personally contact (or through legal representatives) to the relevant authority at the place of residence. Also, in exceptional cases, a certificate may be issued until a stateless person reaches 16 years old. Such cases include:

• requirements of the entering State;
• requirement of an international organization, to participate in which the travel is carried.

The certificate is issued within 3 months from the date of application, but in cases when the departure is connected with urgent medical treatment of person person accompanying seriously ill, or is caused by the death of a relative, who lived abroad - within 3 working days. This service requires payment of the state fee, the same amount paid in case of identity exchange. A stateless person shall securely store the certificate; in case of lost you must immediately notify the territorial authority or department that issued it. The certificate is valid for 3 years. If the document is damaged, lost or expired, a stateless person may receive a new document only on the territory of Ukraine by authorized state bodies.

At the request of stateless persons on the fourth page of the certificate may be imported data about residence details, phone number, blood group and Rh.
