Ukraine is trying all possible ways to develop the national consciousness of Ukrainians living on its territory, as well as the Ukrainian diaspora - the so-called Ukrainians abroad, who live abroad, but they feel a spiritual connection and territorial belonging to Ukraine. The state takes care of the satisfaction of national-cultural and language needs of those people through international associations, Ukrainian community, etc.

Ukrainian abroad is a person who is a citizen of another state or stateless person, of Ukrainian ethnic origin, or originating from Ukraine (Article 1 of the Law). Ukrainian ethnic origin means that the person or his/her ancestors belong to Ukrainian nation, and they recognize Ukraine as the motherland of their ethnical origin (Article 1 of the Law).
There are conditions for receiving foreign Ukrainian status:

1 Ukrainian self-identification;

2 Ukrainian ethnical origin, or Ukrainian descent;

3 written request stating the willingness to obtain the status of Ukrainian abroad;

4 16 years of age and older;

5 not a citizen of Ukraine.

Ukrainian ethnic origin or origins of Ukraine needs to be documented, or provide information of citizens of Ukraine, foreign or Ukrainian public organizations of Ukrainians abroad. Certificate of Foreign Ukrainian, certifies the person granting such status, but this document does not replace the passport. Data in the certificate shall be provided ​​in Ukrainian language. The certificate issued to Ukrainians abroad for 10 years, after this period it should be renewed. The owner of certificate should notify the competent authority, in  case of changing data: name, surname, citizenship within 6 months. In this case Ukrainian abroad receives a new certificate. In case of loss of the certificate person who has been granted status fo Ukrainian abroad may apply for receiving of duplicate.
