The purpose of the procedure of confirmation of citizenship of Ukraine is to fix in documents the fact, that the natural person has the citizenship of Ukraine.

According to Article 7, Law of Ukraine on citizenship of Ukraine:

Persons, who are citizens of Ukraine by birth, from the moment of the birth can confirm it, by obtaining the documents confirming citizenship of Ukraine:

• The person, parents or one of parents, which at the time of his birth were citizens of Ukraine.
• The person, who was born in the territory of Ukraine from stateless persons, who live in the territory of Ukraine on legal grounds.
• The person, who was born outside of Ukraine from stateless persons, who permanently live in the territory of Ukraine on legal grounds, and did not acquire the citizenship of other state by birth.
• The person, who was born in the territory of Ukraine from the foreigners, living in the territory of Ukraine on legal grounds, and did not acquire the citizenship by birth of any of parents. 
• The person, who was born in the territory of Ukraine, the status of the refugee in Ukraine or a shelter in Ukraine is provided to one of his parents, and he did not acquired the citizenship by birth of any of parents, or acquired the citizenship by birth of the parent, to which the status of the refugee in Ukraine or a shelter in Ukraine is provided.
• The person, who was born in the territory of Ukraine from the foreigner and the stateless person, who lives in the territory of Ukraine on legal grounds, and did not acquired the citizenship by birth of that parent, who is a foreigner.
• The newborn child found in the territory of Ukraine, which both parents are unknown (foundling).

According to Article 5 of the Law of Ukraine about citizenship, the documents, which confirm the citizenship of Ukraine, are:

1 passport of the citizen of Ukraine;

2 passport of the citizen of Ukraine for trip abroad;

3 temporary certificate of the citizen of Ukraine;

4 diplomatic passport;

5 service passport;

6 seaman identity card;

7 crew member certificate;

8 identity card for return to Ukraine.

As you can see, according to the specified article, the birth certificate is not the document confirming citizenship of Ukraine, such documents can be the passport of the citizen of Ukraine for trip abroad till 16 years and after 16 years and the passport of the citizen of Ukraine after 16 years.

Registration of acquisition of citizenship of Ukraine by birth is called as procedure of confirmation (registration) of citizenship of Ukraine by birth. The Certificate of registration of a person as a citizen of Ukraine is the document confirming acquisition of citizenship of Ukraine by birth. For obtaining the certificate of registration as a citizen of Ukraine, persons, who are citizens of Ukraine by birth, need to file the documents confirming acquisition of such citizenship in administration, department (sector) of migration service.

If at the verification is established, that the documents submitted by the applicant are not filled according to requirements of the legislation of Ukraine, administration, department (sector) of migration service, no later than in two weeks from the date of receipt of documents, returns them to the applicant for elimination of shortcomings. The applicant within two months has to eliminate the defects and to submit them anew, and if he did not make it, then the head of administration, department (sector) of migration service makes the decision on cessation of production on this statement.

The documents submitted by the applicant, issued properly, go to the head department of migration service.

The chief of head department of migration service in the Autonomous Republic of Crimea, region, the cities Kiev and Sevastopol, or his deputy, in case of the documents processed properly, makes the decision about the registration of belonging of a person to the citizenship of Ukraine.
