Foreigners and stateless persons, who permanently live in Ukraine, persons to whom is provided the status of the refugee in Ukraine, persons who need additional or temporary protection, and persons with status of the foreign Ukrainian and which are in Ukraine on legal causes, have the right to higher education on an equal basis with citizens of Ukraine. The specified categories of persons get higher education for resources of the state budget within the quotas determined by the Cabinet of Ministers of Ukraine.

Other foreigners and stateless persons can get higher education for resources of natural persons (legal entities) if other is not provided by international treaties of Ukraine, the consent to its obligation is provided by the Verkhovna Rada of Ukraine, the legislation or agreements between higher educational institutions about the international academic mobility.

The organization of training of foreigners consists of several stages. For a start the foreign citizen, who is interested in training in Ukraine, needs to choose a higher educational institution and specialty. Higher educational institutions, which have the license for teaching of foreigners, issue the invitation for study to foreign citizen. For receiving such invitation, it is necessary to address to a higher educational institution during the period from August 15 to November 15 and give a package of necessary documents for obtaining "the invitation for study" which grants the right of entrance to foreigner on the territory of Ukraine for the purpose of education. You can personally fill the documents or send: by mail, fax or e-mail. Foreigners, who arrive for training, must have the entry visa type "D", for which receiving it is necessary to address to Consulate of Ukraine in your country, to submit the statement, the received invitation for study, and the package of necessary documents. After registration of the visa to Ukraine, the foreigner has to inform the educational institution, which issued him the invitation, about the date of arrival in Ukraine, so that higher educational institution organized him a meeting. The selection committee confirms by a conclusion the possession of language of training at the level sufficient for learning the training material, that is a condition of enrolment of the foreigner on training for obtaining a certain educational and qualification level. To students, who do not know Russian, can give the opportunity to complete an annual course on studying of Russian and general education disciplines on preparatory department at a higher educational institution (it is necessary to learn about the presence of such course specifically in that educational institution to which you intend to enter). After the successful end of language preparation, the foreigner receives the certificate about the termination of preparatory faculty (department) for foreigners and stateless persons. Foreigners are enlisted for study in educational institutions by results of interview. Such interview includes also a dictation in Russian and mathematical tests. At some universities, there is a practice of passing of medical commission within educational institution. The study contract can be signed with a foreign entrant only in the presence of a necessary full package of documents. After the contract is signed, to the foreigner can also be provided accommodation in hostels of the higher educational institution. After enrolment of the foreigner on training, the higher educational institution petitions about registration to the foreign student of temporary residence permit on the basis of training, after which registration, the student can live and stay in the territory of Ukraine without restrictions throughout all training.

 ATTENTION

The full package of documents for registration of training needs to be specified in divisions of a higher educational institution, which are engaged in reception of foreign citizens on training. Such educational institution must have the corresponding license to provide services of training to the citizens of foreign states. Training is carried out on a paid basis. In case of assignment from a higher educational institution, the bases for stay in the territory of Ukraine are lost, if the residence permit was issued because of training.
