The residence permit is a document certifying the right of a foreign citizen or stateless person to stay in Ukraine for a long period.  The residence permit  can be:  Temporary  and  Permanent . Temporary residence permit issued for a certain period (for example, the period of study), Permanent residence permit  is unlimited. Unlike the citizenship, while obtaining a residence permit is not necessary to abandon the existing citizenship of another country or nationality. 

Obtaining a residence permit takes place of the future registration of a foreign citizen.  

In Ukraine, permanent residence permit is called "Посвідка на постійне проживання" (Posvidka na postijne prozhivannja) which literally means "Permit for Permanent Residency". In other countries it may be known by different names:

Obtaining a permanent or temporary residence permit in Ukraine, as in any other country, is a difficult challenge, and waste unpredictable amount of time. Obtaining a permanent residence permit in Odessa, Mykolaiv and Kyiv​ region on the basis of the immigration permit persons who are full brother, sister, grandfather, grandmother, grandson, granddaughter of citizen of Ukraine.

• Application for a permanent residence permit.

The following documents are filed together with the application:

• Identity verifying document of the applicant (copy of pages of identity  verifying document, a copy of the page with the visa, a note on crossing the border or immigration card);
• The application from adult owner (co-owners) about consent to the registration and accommodation of the tenant in the apartment  in house if the property isn't owned;

Obtaining a permanent residence permit in Odessa, Mykolaiv and Kyiv​ region on the basis of the immigration permit persons who have previously been citizens of Ukraine.

• Application for a permanent residence permit.

Obtaining a permanent residence permit in Odessa, Mykolaiv and Kyiv​ region on the basis of the immigration permit persons who are parents, son, daughter of a citizen of Ukraine.

The following documents are filed together with the application:

• The document of family relations with immigrant. The applicant also confirms in writing way his consent to the joint immigration with relativesand guarantees their financial content that is not below the subsistence level

Obtaining a permanent residence permit in Odessa, Mykolaiv and Kyiv​ region on the basis of the immigration permit persons who reside continuously for three years in the territory of Ukraine from the date of granting them the status of asylum or refugee, their parents, spouse, their minor children who reside with them.

• The copy of the marriage certificate.

Obtaining a permanent residence permit in Odessa, Mykolaiv and Kyiv​ region on the basis of the immigration permit persons that close relatives lived in Ukraine at the time of independence of Ukraine 24.08.1991 year.

The decision to refuse to issue a residence permit to a foreigner and a stateless person is accepted in the case of:

1 necessary to ensure national security or of public order;

2 necessary health care, protection of the rights and legitimate interests of citizens of Ukraine and other persons residing in Ukraine;

3 when the passport document of a foreigner or identity document of stateless person, fake, broken, or does not match the established pattern belongs to another person;

4 providing false information or false documents;

5 when revealed facts of failure of a court or government authorities authorized to impose administrative sanctions, or they have other property obligations to the state, private persons or legal entities, including those related to the previous expulsion from the territory of Ukraine, including the expiration of the ban further entry to Ukraine (for persons who are receiving a residence permit);

6 in other cases provided by laws.
